Low fps even doe I'm not 100% useage

Ok so I put on mod after burner on and I'm back g 20 fps on a game that's not utilizing all my ram,cpu,gpu what is happening? Yes I out it to high priority in task manager and my temps are below 60

dought it's the gpu or cpu maxed out
There's enough proof that the game is not fully utilizing everything I got a labtop hp 15

Your gpu is maxed out.

Uh 98% on your GPU means it's basically maxed out. You need to lower your graphics settings.

K so I'm playimg a game gpu and cpu and ram dident maxed cuz ram and cpu are below 90% or someware around 80 or lower yet I get low fps why I sent it utilizing everything to go give me as much fps?
