Low FPS from low GPU usage (Overwatch)

I am getting low fps in Overwatch because my GPU usage does not go over 50%. My CPU works fine and uses around 90% when playing. I've tried googling the issue and everyone says to disable HPET, but i cannot find it in my BIOS or in the device manager. Are there any other solutions?

Specs: GTX 1060 6GB, i5 6400, 8GB ram.

well low gpu usage has happened with me as well but in gta v .. well i fixed mine by disabling vsync turning my monitor refresh rate to what my monitor supports and also turning msaa and tsaa on ! Now gpu usage is at constant 99 percent with frames between 60-70 frames per second at very high settings 1080p!

Alvin, overwatch a cpu bound game.

im quite sure you reach easily the 144hz.
the gpu usage is normal.

you can test if you get the same framerate with miniumum settings and medium settings(if its around the same).

also disable v sync
