Low FPS help

Hello! I have a unplayable experience(15-20 fps) but can't find a solution to fix it. I installed the latest drivers, reinstalled windows. My mobo is a Asrock B85M. What else can I do? My gpu is a gtx 970 and the temps are ok, max 70c. If I change the pci latency from 32 to 64 in bios can help?

Is the monitor connected to the motherboard or the gpu?

My specs are: i5 4460, 8gb, asrock b85m gl.

The cable is connected to gpu port, everything is fine.

In every game, doesn't matter. I don't know what can I do to fix it. Does anyone know if I change from bios the pci latency from 32 to 64 can help?
