Question Low FPS in all games on high end computer?

So firstly here are my specs:
CPU: Ryzen 7 3700x
GPU: ASUS RTX 2070 Super
Mobo: Gigabyte Aorus Elite Wifi x570
PSU: Seasonic 750W Gold
RAM: 16gb DDR4 3200mhz

So here's the problem. I'm mainly a warframe player but also play triple A titles from time to time such as Assassin's creed and fps games (csgo/valorant). But my fps is so low to compared to any other pc with similar or even worse specs then mine. For example, my friend has a 2060 super with 3500x or my brother with 5500xt with i7 9700k get 144fps constant with near to no frame drops at like max settings when playing the game in both single and multiplayer (talking about warframe) meanwhile I sometimes drop to like 60~70 fps even at like low/medium settings.

I've seriously searched everywhere and tried everything people have told me to do/show. This includes, fresh installing all drivers, fresh installing windows, and did a whole bunch of benchmarks including, 3dmark, furmark, unigine (gpu), cinebench, passmark (cpu), crystal disk (ssd). Temperatures shouldn't really be the issues since I check while playing games with msi afterburner, getting around 50~60 for gpu always and 60~75 for cpu (degrees celcius) while gaming. When i put my hand near the case it's usually either cool or warm air coming out nothing noticeably hot and the psu also seems to be producing only cool/warm air.

Everyone has pretty much told me that my system doesn't seem to have any kind of hardware faults so now I'm seriously stuck on what I should be trying or what could possibly be the issue. If anyone has any suggestions that'd be awesome!
