Low FPS in almost all games while it should definitely be higher

Hello everyone on the forum ,
so the issue i have is the low FPS .
I built a custom PC almost a year ago and since than i had lower FPS than i taught it will be .
Average FPS is around 30-45fps.
Games i play : Skyrim , H1Z1 , Dead by Daylight , World of Warcraft .
Specs :
CPU:AMD FX-8300 8core
GPU:AMD RADEON R9 280X 3GB
RAM:12GB(HYPERX FURY RED 3X4GB DDR3)
MOTHERBOARD:GIGABYTE 970A-UD3P ULTRA DURABLE
CHIEFTEC A135 550-1000W
COOLERMASTER HYPER 212EVO
I have no idea why the fps is this low and im desperate , please help .

While your CPU has a low frequency that will hurt it in some games, I don't see how it can cause more problems than my little AMD APU laptop in WoW seeing as I can easily hit or exceed 40FPS even in raids. What settings are you playing at? What driver version are you using for your graphics card?
 
@blazorthon Well I'm constantly switching beetwen ultra and low , but for some reason the fps doesn't change at all . Weird,right ?
And about my graphic card driver,this is the version : 21.19.384.0 With my specs I should be getting at least 80fps(even in raids for an example) , shouldn't I ?
 
That implies a CPU bottleneck. I don't see why you would experience one, so let's explore it a bit. Open up task manager and set it to displaying CPU utilization for each core individually, then run a game for a while and switch to task manager to see how much your CPU is getting hammered. If a few cores are hitting over 80%, then it's definitely a CPU bottleneck and we'll have to find out why that's happening to fix it.
 
@blazorthon I'm really thankful for you taking the time to try to find the cause of this , so , I'm not really an expert in the field but from what I am seeing overall CPU usage is not over 30% (no idea if that's good or bad) while the first 2 cores and the last 2 cores seem to be running just slightly more than the rest.(No cores hit 80%) Does that help ?

*Quick update , so I continues monitoring the CPU usage , the first two cores work the most around 35-45% and i saw a couple of times that one of them jumps to 60-80% , I believe it's random and just for a few seconds , no idea if that is important so might aswell tell you
 

Bottle necking is when your under performing s[ec prevents other parts of your system (Mainly just your GPU) from reaching it's potential. You would need a new CPU.
However, are you 100% positive that the parts you have are directly bought, and not bought from a friend or a returned product?
 


You should check your BIOs and see if your CPU for some reason is under clocking.
