Low FPS in ArmA 3

I get around 25 - 35 FPS in ArmA 3 when my friend, who has a less powerful pc, gets around 60 fps. He is on higher settings than me, here are my and his specs:
Mine:
GTX 970
Intel i5-4670k
8 GB RAM

His:
GTX 670
Intel i5-3470
8 GB RAM

What would cause my pc to run worse this game worse than his? I have updated my drivers and checked temperatures and everything seems in order.

Arma 1-3 are notoriously bad performers, and there isn't much difference in actual CPU performance, as far as Arma is concerned, as it pretty much is a single core game and is CPu bottlenecked.

Possible differences:
You are playing online, he's playing singleplayer.
Different servers, and different maps also have different results.
Different areas in the same game will have very different results.
V-sync can cause massive performance issues in some situations.
From what I understand, Arma 3 does not get 60 FPS in multiplayer on pretty much any system.
