Question Low FPS in CoD: Black Ops 3 ?

I have a i5-9400f and a 3060 ti and I get around 90ish fps with consistent stutters while trying to play. I have a 1440p monitor so I use 1440p but changing to 1080p and lowering graphics settings do nothing to my fps so I assume my cpu is the issue. But I don't know how to solve it. I have vsync off and have turned of the fps limiter in the config file. I have the same problem when I try to play Warzone too. but have no problems with other games ?

cpu/gpu temp and usage during the game?

Motherboard: Asus Prime H310M-K
16 GB 2666Mhz Ram
Psu 600w GameMax RPG Rampage
Cpu usage: 90ish little bit lower if system is taking some
Cpu Temps: Hit max of 82 but stays around the 75 degree mark
Gpu usage: Highest I've seen is 95%
Gpu Temps: 74 degrees
Ram usage: Around 11.5 Gigabytes of ram
On task manager Drive usage is 0% and I'm not sure how to show it on msi afterburner
