Question Low FPS in CS:GO after computer rehaul

Recently I upgraded my PC and my specs changed from :
AMD FX 6300
2x2GB Vengeance LP 1600Mhz + 2X4GB XMS3 1333MHz
Asrock 970M Pro 3

To:
Intel Core I5 10400F
2x8GB G.Skill Aegis 2666MHz
Gigabyte B460M Aorus Pro

I simply removed old components and installed new ones. I didn't reinstall Windows, but I did use Device Remover to "remove" old hardware and installed all new required drivers for board. PC is seemingly perfectly functional and I have tried out some demanding games on it. These are GTA 5, Crysis (original), Far Cry 3. I also tested I5 in BOINC. Everything seems to work perfectly fine, except CS:GO. In CS:GO I get very low FPS for no obvious reason. Visual settings weren't changed and I get 20-30 FPS in both online and offline matches. FPS seems to become good in tunnels or other very short distance areas, meanwhile in commons places game is really unplayable. I reinstalled graphics drivers (RX 580 8GB) because I thought that it could be some driver conflict. I rechecked CS:GO file and there were 2 bad files. I straight up uninstalled and installed CS:GO. Tried disabling Hyper Threading in UEFI. Reinstalled WiFi card. Checked component temps in stress tests, they are perfectly within limits. But still I get abysmally low FPS in that one game. It's really frustrating to get way lower FPS than with FX 6300. What could possibly be wrong with this computer?
