When you say boost what do you mean? High to low settings will get your 30 fps more MAX. As i said i m not really sure that your specs are capable of more in cs go.
Also check if your game is running via gtx 960m or with integrated graphics (cpu ) . You can check it through control panel
in individual programm settings , if so , change it to gpu .
Set your laptop on performance profile too, maybe it is on power saving mode. Then restart your laptop.
I can give you some tips but you probably allready know them if the previous dont work:
Try first in cs-go settings , check fps , then launch options , check again..Do that part by part in case it causes you problems but i dont think so.
In cs-go :
a)Anti-alliasing off (turns vsync off)
b)Graphics :enable only multicore rendering and set everthing on low and disable everything else
c)Resolution is a personal setting so keep it 16:9 if you got used to it.
Launch options :
-high -novid -lv -nod3d9ex +cl_forcepreload 1
(For those launch options , check the first 3 and then put the last 2 just to check the fps )
