Low FPS In Destiny 2 No Matter My Settings

I recently purchased Destiny 2, and while I thoroughly enjoy it I'm having a major FPS problem. All of my other games are running good as ever, GTA V, CS:GO, DOOM, etc. But Destiny stays at 30-40 FPS on lowest and highest settings unless I stare at a wall in which case it'll go up to 80ish. I can't figure out what's wrong here as my system is well above the minimum requirements

Specs:

FX-8120 OC'ed to 4.4 Ghz
8Gb DDR3 RAM
AMD RX 470 4Gb

No, this might very well be withing expectations. The 8120 is pretty old and most games use only 4 cores/threads. Older CPUs are much less efficient per clock and AMD has always been lagging behind in that regard. 30-40 FPS might be all the 8120 can do. Graphics settings usually have very little influence on CPU performance. Old RAM with a low clock speed can also bottleneck performance. So yeah, I think your CPU/RAM just has trouble keeping up.

EDIT: Keep in mind that minimum requirements often target 30 FPS and not 60

I'd be inclined to agree with you if my friend with an FX-8350 (Not overclocked) wasn't getting dramatically better FPS than me. He can hold a steady 60 with his rig containing 16Gb of DDR3, a FX 8350, and a GTX 1070. Also the Pentium G4560 gets double the FPS that I get.

EDIT: Also the Intel Core i5 2400 is the recommended CPU and that typically has similar performance to the FX 8350 (which is basically what my CPU is when overclocked this high)
