Here are my specs:

Windows 8.1
i7-4790k @ 4.00GHz
16GB RAM
DirectX 11
Geforce GTX 780 FTW ACX cooler
Using the ASUS VG248QE Black 24" 144Hz 1ms

I just got into the hinterlands and as soon as I got in without moving or anything I am getting 56FPS with this rig... Either there is something seriously wrong or this comp isn't the beast that I think it is.

Just looking for some insight here. I already have shadows on low and AA off. Everything else is at default ultra. I've disabled Origin in game.

In town and other areas it can get up to 100 fps but in big areas like this 56 fps is ridiculous.

Am I suffering from another console port treasure?

I put my info into: http://www.game-debate.com/can-I-run/?EA&game_id=1883

And it says 100% on everything 10/10.

Solution
There are a couple spots, that for a couple seconds might drop below the 50's. Redcliff is one such spot, and this may be a game issue, but calling 56 FPS ridiculous is a bit much. The game was designed to run at 30 FPS, which means there may be bottlenecks in spots that they did not deal with, which prevent a constant 60+ FPS. You'll notice that almost all the big FPS drops are in towns with a lot of NPC's, suggesting it is your CPU that is holding you back in those spots, although, with a single 780, it may still be the GPU.

This is the future, hopefully DX12 will help fix some of these issues.

That's what I am asking. Didn't expect that to be normal. I am not looking for 120 FPS but a steady 60 would be nice. I am running the latest 347.09

I run at 56 frames on most games at 1440p and that's throughout the entire game. Don't know what hinterlands is like but if 4 frames from 60 is that bad for you try OC your GPU or upgrade to a faster one.

That fps sounds pretty normal for your rig, and you haven't even encountered the most demanding areas.
You will probably dip in to the low 30s once you advance in the story.
The game has some issues, It's way more demanding than it should be.

Does your video card only have 3GB of VRAM? Try dialing textures down to high, or even medium. You can try taking down mesh quality and tesselation as well, though those have a bigger impact on visual quality. Those seem to be the biggest VRAM hogs.

I tweaked every single setting one at a time while running the benchmark trying to get optimal performance on a system with only 2GB VRAM. Those plus shadows, ambient occlusions, and multisample AA had the biggest impact.

I'm curious as to what areas are worse than the Hinterlands. I played the whole game 3 times, and I don't recall any areas that were worse, aside from a couple seconds here and there.

Really? Storm coast hits like a truck, way worse than hinterlands.
Might be system specific.

Thanks for taking your time out to shoot me a response guys. I usually maintain 80-100 fps 80 running around away from towns and 100 inside building. 30fps seems a little ridiculous given my rig specs. IMO I should be able to run this entire game at a constant 60fps. What else would I upgrade my gpu? for a 980? it's not a huge jump for me.

I just hit storm coast today and had no fps issues.
