Low fps in every game i play

So i played gta 5 with couple of my friends today, and the game worked fine got 70-130 fps. Later today i started playing gta v again and the fps stayed in 20-24, i tried different games like csgo, fps was 70-90, usually its 150-300 or something like that, bf4, my summer car and wow and got 30 fps and under. Normally the gpu temp at 100% load is 80-90 c, but now it stays in under 60 c with 100% load . I didnt change any settings or anything. If anyone could help me fix this it would be great.

Specs are

Gpu: amd r9 290x

Cpu: I7 6700k

OS: Windows 10

Mobo: gigabyte ga-z170-gaming k3

and 16 gb ram 2667 MHz

Have you checked task manager to see if a background services is taking up cpu usage?

Background services are taking 5%

Got it working. I reinstalled all my drivers but this time didnt install amd relive thing.
