Low FPS in Far Cry 4

Hi,
I have an FX6300 (at 4.7ghz 40c) and a R9 290X (70-80c) and a SSD.
In Far Cry 4, on stock ultra settings, I seem to get 30-60fps most of the time, unless im in an area on my own in a secluded space. If I change to low settings I get around an extra 10-20fps. My performance is similar to this: https://www.youtube.com/watch?v=TOaNGwEl0vU
If you look in the comments section you can see people saying how they get 80fps stable on their R9 290X or more FPS on other, cheaper graphics cards. Also in benchmarks of Far Cry 4 the R9 290X has a lot more fps.
I also know it is not my CPU as the set up in the video has an I7 4770.
So why do I have such low fps?

The i7 is a lot stronger than the fx6300, If I remember correctly, FC4 stresses a couple of cores quite a bit.

Keep an eye on your cpu usage when you play, if it's nearing 100% on at least 1 core, chances are it's slowing you down.
 
You dont get what im saying. The person in the video, who is getting low fps (the exact same fps as what i am getting) has an I7. So if I am getting the same fps with an fx 6300 the CPU is not the problem.
