Question Low fps in Fortnite on 2080 SUPER and Ryzen 3800x ?

I got an MSI Ventus 2080 Super for Christmas I have experienced fps problems in Fortnite ever since. However, it works randomly sometimes. When I get lucky I get 200-350fps but every other time I get lower than 80 no matter where at 1440p. When I change graphics from low to epic with raytracing my fps stays the same. My thermals are fine, neither CPU nor GPU is at 100% usage, and only happens in Fortnite and no other game. I would love some help and get this working properly, thanks.

The ram is Corsair Vengence 3200mhz 16GB cl16 that maxes out 8.6 in-game
My Seagate Barracuda 1TB HDD stays below 10% in-game
My Power Supply is a Thermaltake Toughpower GF1 850W 80+ Gold
My CPU stays below 60C and my GPU stays below 75C in-game
One thing I should note is that the graphics card was refurbished and when I went into Fortnite to get exact numbers for you Task Manager reported that my GPU Usage was 95%+ Usage when in the past it has given me below 15% usage, either way, I get the same FPS
