Low Fps In Game

My System Info Is :

Mb : Gigabyte EP41T-UD3L Rev 1.4
Cpu : Xeon E5450
Ram : KingStone 2x4GB 1333Mhz
Vga : MSI R7 265 OC Edition 2GB GDDR5

My Windows : 7 x64
My VGA Driver : 17.7.2

My Problem Is Getting Low Fps In Game .
Gpu & Cpu Are Not In Full Load But I Do Not Get FPS ! Why ??

Use a program that tracks all cpu cores, overall usage doesn't tell you much. Chances are 1 or 2 cores are maxing out causing a bottleneck.

ya also i asked from other people they said your cpu is weak to handle game.

also i changed card with RX 480 - Cpu became 97 98% but vga was in 20% load.

what about this game ? cpu is not on full load - also the gpu . but system do not get the fps . why ?

139.9fps suggests a 140fps limit? Is the 139.9 constant? Some games limit max fps.

They are comparing that CPU to a duelcore... it is for sure your bottleneck.

Also you can tell its not GPU related. GPU appears to be normally around 50% if it was taking a workload it would be higher then that.

(although that also depends on if your game is CPU or GPU heavy).

nope . its not fixed on 140 . some times it going to 150 160 fps.

how became bottleneck while is not on full load ? look at second SS. its work about half load ( cpu ).
