Question Low FPS in games after restarting computer

I had good FPS in games like BF5/Apex Legends, but after restarting my system I'm getting very low FPS that doesn't respond to lowering the settings.
For example: I could have low FPS today, then I shut down my computer, then tomorrow I turn it on and notice an increase in FPS compared to yesterday.

I don't know if this makes sense. It's a new PC built with not fresh Windows 10 HDD.

The first thing I would do is back up all important files and bookmarks.
Then do a fresh/clean install of Windows 10.

Unparking cores seems to have fixed the issue if anyone is experiencing similar issue.
