Low fps in games; just built computer

Just built my first computer, 4 ghz 8 core processor, MSI 970 Gaming Motherboard, 8 Gb of Ram,and a MSI Radeon R9 390 8Gb Graphics Card. Was planning on playing games like Grand Theft Auto 5 and Rainbow Six Seige, but can't play games like Counter Strike Global Offensive, which runs at about 20 fps. Using an older monitor, a SyncMaster 2033 Samsung. At a loss for what to do, as I tried installing the latest drivers multiple times. Please help!
 
I would run a 3DMark benchmark and maybe other benchmarks and see what results you get, compare them to a similar system. Try some other games too, it may be the game, could be something hardware wise is failing or not quite set up correctly. I don''t remember which benchmarks can point out failures or things to do to improve your settings but I do know there is some out there. Don't worry.
 
I was reading this earlier but didn't want to tell you that changing the monitor wouldn't make a difference. As long as the resolutions don't change to something idiotically higher... I was trying to remember which benchmark you should try that gives tips and I think it was Sisoft Sandra. It may tell you what's wrong.
 
I used MSI Afterburner in a game of Counter Strike, and my gpu is not using its power at all times. 0% was what it said it was using most of the time, with times saying 100% was used but that had no affect on the game. Any known fixes for this?
