Low fps in games; just built computer

Just built my first computer, 4 ghz 8 core processor, MSI 970 Gaming Motherboard, 8 Gb of Ram,and a MSI Radeon R9 390 8Gb Graphics Card. Was planning on playing games like Grand Theft Auto 5 and Rainbow Six Seige, but can't play games like Counter Strike Global Offensive, which runs at about 20 fps. Using an older monitor, a SyncMaster 2033 Samsung. At a loss for what to do, as I tried installing the latest drivers multiple times. Please help!

I would run a 3DMark benchmark and maybe other benchmarks and see what results you get, compare them to a similar system. Try some other games too, it may be the game, could be something hardware wise is failing or not quite set up correctly. I don''t remember which benchmarks can point out failures or things to do to improve your settings but I do know there is some out there. Don't worry.

My friend has the same computer, compared it to his. In Grand Theft Auto, we used the same settings and all and he had a stable 60 fps while I would flucuate between 15-30

No, he has a much nicer one, using a higher resolution also, I know it's over 60hz too.

try your monitor on his computer or his monitor on your computer to see if the fps changes on his pc or your pc?

Will try that tomorrow ffg7, and PSU is EVGA 750W 80+ Bronze Certified Semi-Modular ATX Power Supply (Same as my friend).

as both computers are the same except monitor then the psu are the same.

I just don't understand what's going on. I beleive I've done everything right but definitely not working the same.

as only difference is the monitor which is why swapping the monitors for testing purposes to see if his fps lowers using your monitor & yours rises using his monitor.

I was reading this earlier but didn't want to tell you that changing the monitor wouldn't make a difference. As long as the resolutions don't change to something idiotically higher... I was trying to remember which benchmark you should try that gives tips and I think it was Sisoft Sandra. It may tell you what's wrong.

I used MSI Afterburner in a game of Counter Strike, and my gpu is not using its power at all times. 0% was what it said it was using most of the time, with times saying 100% was used but that had no affect on the game. Any known fixes for this?
