Low Fps in games with a 980 and an 8350?

I built the computer about a month ago and I'm Not getting the performance I had Expected. First Game I played Was far cry 4 and i got about 50 fps avg Not bad to my taste but I was expecting better. Then I played Borderlands 2 and i was getting 60 fps avg but it would Drop to 40 and sometimes even 30 Now that Really bothered me, Is there a reason for this? I mean my Initial Thought was that the 8350 was bottle necking the 980 but Everyone I ask tell's me that its not the cpu . I'm playing all these Games at 1366x768 For the time being but I Plan on getting a new monitor Soon. Thanks

You definitely have issues if your FPS are that low on that little monitor.

What are your CPU and GPU temps?

Also, make sure your power settings in Windows are set to balanced or max performance, NOT power saver.

My GPU Went to about 70 On heavens Benchmark But Its the Stock Card so that's to be expected and Cpu gets to about 50-60 With the stock Cooler in which I am upgrading When I get paid. And yes it's on balanced

Those temps seem fine. Do your CPU and GPU get high usage? Like does the GPU go up to 99%.

okay so in Dragon age inquisition which to my knowledge is the heaviest game I own my usage is:
GPU: 98%
CPU1: 45%
CPU2: 80%
CPU3: 48%
CPU4: 53%
CPU5: 50%
CPU6: 31%
CPU7: 55%
CPU8: 36%
Okay now for Borderlands 2
GPU: 31%
CPU1: 75%
CPU2: 28%
CPU3: 83%
CPU4: 34%
CPU5: 19%
CPU6: 13%
CPU7: 0%
CPU8: 0%
