Question Low FPS in Games with RX 6700 XT and i5 2400F on Windows 11

I'm currently facing an issue with my gaming setup, and I'm hoping to get a bit of help. Here are the details of my system:

  • GPU: ASRock RX 6700 XT
  • CPU: Intel i5 12400F
  • Motherboard: ASRock Z690M Phantom Gaming 4
  • RAM: 32GB DDR4
  • Storage: 1TB SSD
  • OS: Windows 11 64-bit
I recently conducted a graphics test using FurMark, and the results were decent:

  • FurMark Score: Approximately 11,700
  • Average FPS: 195
However, when I attempt to play games via steam, I encounter the following issues:

  • Low CPU Usage: The CPU usage remains consistently low during gameplay.
  • Low Average FPS: I'm getting an average FPS of less than 20 in games. Starfield is 19 fps and Madden is 9 fps.
I have tried the following steps to resolve this issue:
  • Updated GPU drivers to the latest version.
  • Checked and updated my motherboard's BIOS.
  • Ensured that in-game settings are set to reasonable levels.
  • Verified that there are no background processes consuming resources.
  • Started games from AMD
  • Set games to high performance via task manager
  • Enabled game mode
  • Set power settings to high performance
I'm still experiencing awful gaming performance. I'm starting to suspect a bottleneck issue, but I'm unsure how to proceed from here.

I'm open to any suggestions, advice, or troubleshooting steps you can provide to help me resolve this issue.
