Low FPS In Games

First of all i would like to mention i dont know alot about PCs so if theres any information ive missed tell me where i can find it for you and ill post it

ive been having FPS problems with this PC for a while now it began when i still had my old graphics card a GTX 760 it kept on giving me a black screen and saying kernel driver is not responding or something along those lines i took it in to the place i bought it from and they updated my drivers and it dident help at all took it in again and they said it worked fine on there setup, so i got one of my PC literate friends to take a look and he couldn't figure it out so he lent me his old GPU till i bought a new one so i went back to the place that i bought it from and told them the PCs GPU i bought died after a year of usage and they offered to sell me a new card at a discount so i picked the one i have now cause i heard it was really good so they installed it and it worked fine no black screen but a problem in the FPS department 40 Fps on witcher 3 high settings 40 FPS on fallout 4 high settings (only in certain areas, otherwise its 60 Fps with alot of dips down to 50) and 30 on total war war hammer which all seems pretty low considering i have been told i have a good setup, people tell me i should be able to run most games on high 60 FPS solid, in most games 60 Fps is rarely achieved one of the worst cases was 30 Fps in Mount and blade and i want to know why, do i expect to much from my build,or is there something wrong, i recently checked out msi afterburner while playing total war warhammer and my FB was maxed out but otherwise everything was fine so maybe that is it, i have no clue how to fix this though

Hello,

There's no doubt a GTX 980Ti can maintain a solid 60 fps at extreme settings. But those "Settings" should be reasonable.

First Let's start with the little things.

1) Make sure you are not using extreme settings. For an example if you are using 4K resolution and maxing every other setting, You would end up in a fps range like 40s. So make sure you are using decent settings.

2) Have you got Vsync on? Most PC games has poor vsync (Vertical Synchronization). They would sometimes limit frame rate to 30. And they might cause stuttering. Try forcing vsync through Nvidia Control Panel. Try using adaptive vsync as well.

3) Make sure your drivers are up to date.

4) If none of the above works we have to head into something serious, BTW please mention the motherboard you are using. If you could please list whole spec list.

Updating BIOS can help. But if you are not very familiar with PCs, Please get the guidance from someone who has experience. Because this operation can brick your motherboard if it's not done correctly.

i use a 40 inch TV as a monitor at 1080p 1920 x 1080, also im not on the highest settings in every category i have some l turned down a notch lower then others but it seems like even if i turn it to low it still gets low fps (slightly better fps but not by much)
i have tried Vsync on and off and neither work
drivers are up to date
my motherboard is msi X79A-GD45 Plus

I am sorry you still have this issue. I hope there's no virus infections or HDD errors as well. I met a person who had a fps issue and a BIOS update fixed it. If you have tried everything above, then the only solution is trying the BIOS update.

Before proceeding to BIOS update please make sure you know how to do it. I have seen issues like yours in this forum. And I have seen senior members suggesting BIOS update.

Btw your PC will max out any game you throw at it. There's no doubt about that. Do your research.
