[SOLVED] Low FPS in less graphically demanding games

Hey everyone,

I just upgraded to a 2070 after my 780 died.

My issue is trying to play less intensive games such as CSGO or League of Legends. CS is using about 30% of both gpu and cpu, with very unstable frame rates of ~100 fps - 150, spiking to 200 at times, and dropping to 60. Leauge is using about 35% cpu and 15% gpu usage, while being very unstable with fps, usually under 100 and consistantly dropping or stuttering when there is action. My gpu temperature during both games is about 42 degrees. Cpu temperatures go up to about 50 degrees.

Running games such as The Witcher 3 and BF1 are fine, seeing 100+ fps, 95%+ gpu usage, and ~70% cpu usage. All settings are maxed out. My card gets up to 50 degrees.

I am not sure how to improve my performance as it seems that my card is not being pushed. I mainly want to achieve a higher fps and greater concistency. My 780 would always run at full power and get 250+ fps in CS, and about 150 in league. In The Witcher 3 I would get about 50fps with medium settings predominantly, and hairworks. Seeing how well The Witcher 3 and BF1 run expresses to me that my system should be able to run these less intensive games a lot better. I have updated all drivers, bios, and ensured my nvidia control power settings are set to max performance. Could my system be throttled somehow causing the less intense games to not run very well?

Solution
Games will be cpu limited or gpu limited.

I suspect that your games are now limited by your i7-4771

Be careful how you interpret task manager cpu utilizations.
Windows will spread the activity of a single thread over all available threads.
So, if you had a game that was single threaded and cpu bound, it would show up on a quad core processor as 25%
utilization across all 4 threads.
leading you to think your bottleneck was elsewhere.
It turns our that few games can usefully use more than 2-3 threads.
How can you tell how well threaded your games or apps are?
One way is to disable one thread and see how you do.

You can do this in the windows msconfig boot advanced options option.
You will need to reboot for the change to take effect...

You can do this in the windows msconfig boot advanced options option.
You will need to reboot for the change to take effect. Set the number of processors to less than you have.
This will tell you how sensitive your games are to the benefits of many threads.
If you see little difference, it tells you that you will not benefit from more cores.
Likely, a better clock rate will be more important.
