First off try reinstalling the game. Rust is a very graphics heavy game, and it is a very poorly optimized game. Double check your settings on Rust, make sure you're not missing anything. How recently did you buy your GPU and CPU, where did you buy it from, and for how much? A less likely problem is that you may have bought a fake graphics card, as 100 FPS is decently low for such high end specs, even when on max settings. What games do you play and can you give me a list of how much FPS you get for each?

What do you mean try DDU again, sorry.
Search up DDU. It is a software that completely removes all the Drivers for your graphics card from every on your PC. Then, re-install the drivers from the Nvidia page.
