Low FPS in TF2 on my 1080p monitor

I'm getting less FPS then expected when i play tf2 on my 1080p monitor. For example I get 40 fps in the menu and 20 FPS in a match. Does anyone know of a solution? Thanks!

Specs: Intel i5 7600k Quad Core CPU
GTX 1060 3GB GPU
16GB DDR42400 RAM

It's an old game without demanding specifications so it's fustrating when I'm getting sub-optimal performance in TF2.

Most servers are the cause of low fps

I have a i7 6800K and a GTX 1080 running at 1440p 144hz Gsync Dell TN panel and i get 70-120ish on maxe settings, its never gets to 144fps. I always have low usage in Valve games, their to old now to use new hardware smoothly.

I was playing on my 720pish tv screen and it was having stable 60fps.
