[SOLVED] low fps in windows ui when using amd hdmi scaling

i got a rx580 for some casual gaming and i turned on hdmi scaling on ( because windows screen doesnt fit in display) and im experiencing lag and fps drop in windows menu and ui , i have 20 fps and its very annoying for me when im doing stuff in windows and apps...
but Fortunately in full screen games i have good fps
can you guys help me about this problem?

Why use HDMI scaling? does the window doesn't have the correct resolution for your display?

no! windows doesnt have good resolution that fit in my screen , i tested all of them }:

Have you check your monitor settings ? Some monitor have auto-adjustment function for fix the unfit display and another display issue.
