Low fps in World of Warcraft

Hey guys i got a gtx 970 i5 4690k z97x gaming 5 8gb ram and a low fps in Dalaran. I am playing wotlk expansion which is 5+ years old game and my fps drops to 30 which is just a non sens with this configuration, and since its a new rig i was expecting to easly get 60+. U think its normal or sth wrong with my rig ?

I have the 980 and I dropped to like 50 in certain spots in Dal idk why. Just certain points there. Everywhere else raiding, bg, etc, havent even seen an fps movement.

Also check to see if you have reduced input lag disabled.

yes it is, what is strange is that when i monitor my gpu usage it barely go over 10% and cpu is around 40-50% ? Does this mean something?
