Question Low FPS, Is there a bottleneck?

Hello people

I'm an utter novice here and just want to be able to play games (within reason) at 60fps

These are some of the games I've tested with: e.g. Spec ops the line, insurgency, Civ IV, Middle Earth Shadow of Mordor, Frostpunk

I usually acheive around 20-40 fps with these titles

When I monitor games like these load is prioritised on the GPU around 90% with CPU anyway between 20-50%

Despite evening lower graphics settings, I can't achieve anything more than about 50fps.

Is there a bottleneck here or something?

So here are my specs:
GPU: GeForce GTX 1060 6GB
CPU: Intel Core i5-7500
MOTHERBOARD: Asrock B250M Pro4
RAM: 16GB DDR4 2132 MHz
SSD:850 EVO 250GB
PSU: Seasonic S12II-520 Bronze

BIOS update: 03/16/2018

The issue is with your GPU since your GPU clock speed is way too low.

For example, here are NZXT CAM screens of my rig, which has similar specs to your rig (Skylake build, full specs with pics in my sig):

1st, PC running idle:

2nd, PC running a game (Generation Zero) with solid 70+ FPS at 1080p ultra settings:

GTX 1060 must have GPU clock at least 1506 Mhz with boost to 1708 Mhz (FE Editon). Since i have MSI Gaming X 3G GPU, my GPU clock is at 1569 Mhz with boost to 1936 Mhz, as seen from NZXT CAM above.

Either figure out why your GPU doesn't run at the clocks it must run or if it's defective, get a new GPU (or RMA the old one if you have any warranty on it left).
