Low FPS issues in just one specific game

I can't seem to get Dota 2 to stay above 45-50 FPS for some reason. Here's a screenie of CPU-Z and GPU-Z while game is running https://imgur.com/a/DrR8TF9

If I go max graphics or low graphics the game will never consistently go above 45 FPS. It'll spike to 55 once in a while. All the settings turned up is the same FPS as all the lowest settings. Nvidia power management mode is at Prefer Maximum Performance. Xbox game bar is off, xbox game mode off, windows power setting is set to performance. I fired up Path of Exile and it runs perfectly. I matched the nvidia control panel settings from PoE to Dota and it made no difference. Usually I can figure this kind of stuff out but this has me stumped.

game setting is capped at 150fps

Ryzen 5 1600x Geforce 1060 6GB 1/10/19 driver date 16 GB ddr4 RAM B350 Tomahawk. I ran the game on another system with an fx 6300 8 gigs of ram and a gtx 1050 consistenly over 100fps, hardware literally inferior in every way. I feel like some kind of software or setting is specifically target Dota 2, but other than Nvidia control panel and windows power management I can't think of anything else. Why else would the frames stay the same when i play at 720p low graphics and 1080p highest setting
 
Solved this problem. For anyone in the future who may come here from google:

I solved it by fiddling around with the audio playback devices in both windows and in game settings. MAke sure that your sound device corresponds correctly with your speaker configuration in audio settings in dota 2 For instance if your sound device are head phones make sure your speaker configuration is headphones and not set to default or something else.For some reason an incongruency here causes massive FPS issues.
