Question Low FPS Issues

I've already posted about this issue before and did get a working solution however 2 weeks after fixing, the problem started up again. My issue is that on R6Siege I average 65 fps when I should be on over 160.
A user told me to do a clean install of graphics card drivers using DDU. After doing this my frames were back to normal. As mentioned earlier my fps have dropped again and despite doing another clean install of drivers (since there was a new driver update) my fps still lie on the 65 mark.

UserBenchmark (16:10 16/02/20):

The benchmark seems odd considering the last time I did one, whilst I had the issue, my graphics card was at 40% or something along the lines.
If anyone can help I'd appreciate it.

run msi afterburner OSD, see your cpu/gpu usage, temps, clocks

benchmark looks fine, tho u shouldnt run anything intensive in background while testing hardware speed

if u talk about this run https://www.userbenchmark.com/UserRun/24134386
where you had 44.7% GPU score, thats because FPS was limited to 143, V-Sync was enabled (fps lock)

im not sure why that happened, but nevertheless when im playing siege my temps stay in the 50/60 range, my cpu usage is at about 50% and gpu usage is at about 100%. Measured using NZXT CAM and Task Manager.
It may be worth mentioning that have MSI afterburner set up to cap my gpu temp at 65 but it never reaches that anyway.
