Low fps on 1080p youtube video?

So i have just noticed that if i put a video from youtube on 1080p60fps the video will not play smooth at all..I usually watch on 720p60fps..Any suggestions what it is and how to fix it?

PC Specs:

Intel Core 2 Quad Q6600 2.4Ghz (Overclocked 3.0Ghz),4GB Kingstone 800Mhz,Asus P5KPL/1600,MSI GTX-750Ti 2GB GDDR5,Western Digital Blue 500GB x2,Thermaltake LT-600 Black Edition,AeroCool GT White Edition.

yea it sounds like an issue with chrome. i'd try disabling some add-ons/extensions/themes if you can, and see if that fixes it. also maybe clear history & cookies and everything maybe that'll fix it. if that doesn't work try reinstalling chrome.
I mean that there is a low frame rate and sound desync.On 720p60fps everything is smooth 60fps sound at right sync.I have 14Mb/s download and 1.2 Mb/s upload.My brother has almost the same pc build as mine exept he has his Q6600 at 3.2Ghz and i have mine at 3.0Ghz and he has a shaphire 6790 1 GB GDDR5.I have stronger gpu and a little less strong clock on cpu but i dont think thats what makes the video play at low fps and desync..
 
make sure all your drivers are up to date.

try different web browsers - chrome, ie11, firefox. update adobe flash. disable web browser add-ons/extensions. look at cpu usage during youtube video. do a virus scan. do malware scan using malwarebytes. what version of windows are you on? is your windows version genuine? are you using abnormal amount of cpu usage during idle and or when you're watching the video? were you able to watch 1080p videos before? can you think of anything you installed that could be causing it? maybe do a system restore to when you were able to watch them, assuming you watched 1080p60 before.
 
Im using windows 7 64bit not the genuin.I couldnt watch 1080p60fps videos before but as i told u before me and my brother has almost same build so the windows are the same too.When im watching 720p60fps the cpu usage is around 60% and gpu usage 10%.When im idle im using 5% CPU and 3% GPU.I have done defrag/virus scan etc 2 days ago so i dont think that this will help.I dont think i have installed something that will cause this because i have this problem since i build my pc.I have already disabled hardwear accerelation from chrome settings and its didnt work.I just downloaded mozilla firefox and everything is smooth and the sound is sync right.The cpu usage when im using mozilla firefox is 30% and GPU usage is 22%.Should i uninstall google chrome and then install it again?I prefer using chrome so its not a solution for me to use mozilla firefox.I have done the Adobe flash player update but it didnt worked.
