Low Fps on a Mid to high end pc and barely being stressed.

OK I first off want to say I want useful comments only I tried asking this on steams forums and all i was getting was comments saying, ohh you can only see 60 fps the eye i cant see more or that i need to stop whining I have more than enough fps, etc.

SO here's my problem I only had my computer for a good 5 months i was getting a good avg. 400 fps in cs-go ~PS imma use cs-go as an example even tho im actually having the problem with every game. so 400fps great. but one day i dont know if ive done something to cause it but I have started to see a drop like avg. 200 fps a game now this where that "you got more than enough fps," kicks in but if you ever played a game with high fps and you then experience low fps you'll know its unplayable but soon ive got used to that but still had frame drops like 1fps frame drops for no reason randomly. but i got used to that 200 to 150 fps but now i want to start streaming and recording and when im doing those things im seeing around 90 to 50 fps a game now ive tried lowering my setting but like ive said my computer is barley being stressed and that lower of settings did nothing. Now I got the low fps with crappy quality. I have tried the whole updating things same old same old nothing changed. so im asking the internet again.

whats your solutions anything will help. thank you.

Well with the right retinal implant you can see up to 2000fps 😛

I'm kind of the same way when playing Rainbow Six Siege. Has to feel/look "just right" or it seems off.

Have you tinkered at all with overclocking settings? Have you made sure V-SYNC is turned off? In the event that it's related to Windows 10's "Game Mode", I would verify that that is turned off: https://www.windowscentral.com/how-enable-disable-game-mode-windows-10

Since it's not using much of your CPU or GPU, I would crank up the detail settings in the game to force the GPU to work more.
