i recently up dated from a geforce 1050 to a radon rx 570 my problem is that my 1050 gpu could hit 60 on high while, my new rx 570 could hit 60 but dips in to mid to low 50s im not sure why this is the case

processer is a Athlon 880k 4x
and i have 16gb of ddr3 ram

Solution
Athlon 880k 4x there is your problem.

That CPU is to old for current 1000 series GPU's, terribly old architecture. My brother has an A8 AMD APU and it can hardly max a GTX 960 out and handle keeping track of players in BF1, Overwatch, PUBG or even TF2. Its fine with single player games kinda.

Get a different motherboard and CPU mate.

generally the nvidia drivers are better with weaker cpu's

as they tend to be much better at lowering cpu overhead

amd gpu's require a good cpu to perform fully
