low fps on brand new build

i recently just build my very first computer, for me being very bad with technology its a big deal for me. now my problem is im getting very low fps when gaming, around 15 on runescape, around 25 at medium on fornite. have not tried other games yet as i know i should be getting a lot more, my computer specs are

make sure the monitor is hooked up to the gpu and not the motherboard
 


did that, had it hooked to gpu when i booted it up for the first time
 


what im seeing is gpu clock 139mhz, mem clock 405 mhz, temp at 23 degrees and voltage 0mv
 
Play a game and check what the CPU and GPU usage is. You can check the temp yourself - just make sure it isn't hitting over 80C on CPU and GPU.

For the usage %age, the GPU usage should be 100% or close to it, CPU usage can be pretty much anything, depends on the game.

Also, it's quite clear that your GPU is severely underclocked, Try to manually increase the clock speed, make sure to stress test with each increase(increase in steps of 10 MHz). You can run a game for stress testing.
 


so i ran the heaven benchmark 4.0 on ultra settings, i was sitting around 1975mhz on my gpu and around 3500 mhz on memory, temp never really got over 62 degrees, hit a minimum of 7 fps when switching from 1 scene to another, and a max of 106 fps

 


Play Fortnite and tell me what the GPU usage is like.
 


nope, ive even completely redone my computer now, I have 0 ideas on what it could be.
