Low FPS on CS:GO?

I recently upgraded my system from one with a fx 4300 cpu and a gtx 750ti 2gb, to a fx 8320 and a gtx 960 4gb. On my old rig i was getting around 70 fps on around medium settings> when I upgraded, i found that there was very little difference and that I am now only getting around 100 fps. People with this card are gertting well over 200 fps, and my friend that I gave my 750ti to is getting around 150 fps with that. I played around with settings and resolution, and there was no difference between everything on low/very low and everything on high/very high.(I am running a 1080p monitor) In task manager only 3.9gb of 7.9 of ram are being used so thats not the problem. I even put it on DSR 2715x1527 and the fps was still the same. Why is this happening? Thanks guys.
 
The only explanation I can think of is a CPU bottleneck. Which doesn't really make sense to me since CS:GO isn't that demanding.

Do you have some type of GPU monitoring software on your system already? If so, then go play CS GO and see if the GPU is pegged at 100% (turn v sync OFF), if it isn't then it's indeed a CPU bottleneck.
 


while playing my gpu usage is sitting around 30%. My cpu usage is sitting around 30-40% so thats weird. That indicated that its not a cpu bottleneck. and my friend who is on a fx 6300 at stock speeds is sitting around 150 fps. (i am oc'd at 4 ghz) And I had my gtx 960 with my fx 4300 while i was waiting for my cpu to come and the fps was the same as it is now with t he new cpu.
 


you know what, I installed this mobo today and on the webpage for this board there were only networking and audio drivers for download and i was going to go back and download them later but i forgot. Let me download msi live update and see if it can find them.
