Question Low FPS on decent build?

I have an i5 8400 , 8gb ddr4 ram, and an r9 390 8gb card. I feel like this should be able to get more than 45FPS on the lowest settings on gta 5, a 6 year old game. I understand I haven't given much information but I can give more if you tell me what you need.

Monitor is connected to GPU if you mean HDMI cable directly from back of monitor to gpu, if so, then yes
and PSU is corsair vs650

PSU is very low quality and not something I'd put into a gaming rig.
