Low Fps on GTA 5 GTX 660 OEM----Q6600

HI GUYS!!!
I recently build my very first pc at around 250 dollars. (IM ON A VERY LOW BUDGET!!!!!)
I seriously watched ALL youtube videos with as same specs as mine playing GTA 5 with FPS meter cpu usage and all that other tools.
When i installed GTA 5 the game has default settings at everything VERY HIGH and some at HIGH but nothing is NORMAL so every settings is at atleast HIGH setting.
I also turned MSAA FXAA and Advanced settings OFF and turned the resolution to 720p (lack of vram) and also did the draw distance to 50%.
The game began really good at 30-60 FPS but after of some days of gameplay the game can´t achieve atleast 40 FPS and had an average of 36 FPS. Also GTA ONLINE has some serious STUTTER!
After using MSI afterburner i saw that my CPU was all the time at 100% usage and my gpu at 54% usage which it means a BOTTLENECK!
But i watched all the youtube videos with the same specs as me and they achieving atleast 40 FPS minimum at the same settings and mostly they have GTX 750 TI which it means it has at around -20% worst performance than my GTX 660 OEM 1.5 GB VRAM (dont say that this gpu is causing the problem)
My cpu is overclocked at 3GHZ and has FSB at 1333 MHZ.
I noticed that my CPU temps are ~75 C degrees is that the cause of the problem?
If the cpu reached at maximum 55 C degrees should i get better performance than now? Please help me guys

Intel core 2 quad q6600 3GHZ 1333MHZ FSB
MSI GTX 660 OEM 1,5 GB VRAM overclocked at 1GHZ
8GB DDR2 1066MHZ
1TB HDD

P.S. I have fully optimized my windows 10 and turned all my antivirus softwares OFF!!

Not sure there's much you can do to improve the performance:
-- Core 2 Quad Q6600 is the minimum Intel CPU that Rockstar Games says can run the game (recommended is a 1st-generation Core i5-680 or better). Right off the bat, when your CPU is the minimum, you know there's going to be some blockage.
-- Your GPU is...OK. Low 40s for FPS is about the best that you can expect (https://www.techspot.com/review/991-gta-5-pc-benchmarks/page2.html), & that's with a Haswell-E Core i7 CPU, running @ 1080p on Normal textures (FXAA on). With your CPU, you're lucky to be hitting that level.
"Don't say that this gpu is causing the problem" haha, I always find it funny when people beg for answers like this and then try to limit what you can say, but whatever.

Your poor performance is probably due to a combination of having a slow CPU and a GPU with only 1.5GB of VRAM. Yeah it might be faster than the 750 ti, but if the game needs 1.8GB of VRAM at those settings then the 750 ti can handle it and your GPU is reaching into the system RAM to try and pull textures, which slows your FPS a lot and would reduce the usage on the actual GPU.

GTA online is very CPU intensive because your computer has to track all of the players in the server and what they're doing in addition to running the game.

Run the game with GPU-Z or afterburner up and make sure that you're not using all 1.5GB of VRAM, because if you are, then there's not going to be anything you can do to improve performance in that game. Your GPU is under the minimum requirements and I'd imagine they designed the game to need at least 2GB.

But first when i installed GTA 5 and played some missions (like 9 missions or more) the cpu usage was just 60-80% usage and gpu usage somewhere 90-99% so i got a solid average 48 fps no dips at all with HIGH textures and all other settings at VERY HIGH. But a couple of days later of gameplay i noticed some stuttering and frame dips to 20 FPS and the average was just somewhere at 30-40 never higher than before and the CPU usage rocketlaunched at 100% usage and GPU at 50% usage so there is been happening with my computer.
Some people played GTA 5 with GTX 480-580 at maximum settings with just 1,2GB vram and they achieve average 40-70 FPS some with i5 2th gen processors and some i3´s.
I dont know why my computer does weird after a few days.
Have you any solution for this please?
