Low fps on high end components

I have a GTX 1070 from MSI and an I7 4790k. But I think my performance is too low given my setup. Here is a Valley benchmark result. I spent a lot of money on this setup and I am frustrated. My games seemed to have low frame rates only just recently. I updated nvidia drivers but that did nothing. I am open to answering questions to get an understanding of this problem and I am open to advice.

Have you checked your temperatures? Especially your cpu and gpu? If either is too hot, check to see if there's something blocking the airflow to either of them, like dirt or badly organized cables. Also check to see if the cooler is well mounted onto the cpu. maybe by accident you haven't fit properly one of the tips of the cooler and that's causing the cpu to overheat and throttle(slow down).
 


When Valley is playing, the GPU temperature is recorded to be at around 65 C and HWMoniter puts the overall CPU temperature at around 39 C.
 


Those temperatures are absolutely normal. I for one with an i5 3570K using a stock cooler am getting cpu temperatures at around 60ºC at idle and 95ºC under stress during games. My pc is in a very hot room though and yet I've no performance issues to report.
 


I recently tried to update my drivers in device manager. And I also changed the power settings to performance. I also went into the BIOS/UEFI on my motherboard and changed the EZ system utility from standard to performance mode. After this, I did a UserBenchmark test and my PC got a better overall rating, especially in the gaming category, than the first time I tested it there. Also the Unigine Heavan benchmark gave me a better score this time around. These steps seemed to have made a difference in improving my PC's performance. I will continue to see what gets better performance.

 
Those changes you've made migh have just improved your overall performance but not necessarily have they brought your pc onto its normal level of performance, all things and changes considered. Have you compared your benchmark scores with other similar pc's/cpu's?

My pc's cpu performance is under the average when compared to most other people's same cpu's performance, in my case this happens because I'm using a cheap motherboard and a stock cooler, so I can't overclock at all.
In your case if your pc's cpu performance is underperforming compared to most it probably means something else, since your temps seem fine.

If I were you, I'd check my PSU's wattage to see if it's giving out the correct power to the pc's components. Your psu might be underperforming and thus bringing your pc's overall performance down with it.
 


I read that the maximum tamperature the I7 4790k should have before it could be damaged over long periods of time is 76 C. When I play a game like Battlefield 1 on max settings, HWinfo records my CPU package averae temperature at 76 C. Is this normal temperature?
