Low FPS on High end desktop

CPU: AMD FX 8370 4Ghz to 4.3Ghz
GPU: MSI GTX 970 SC
Mobo: GA 78LMT-USB3
Ram: 16Gb PNY 1333Mhz
HDD: WD Blue 1TB///642Gb Free
PSU: Corsair CX 750M 80% Bronze

For some reason... Far Cry 4, Assassins Creed Unity, The Crew, H1Z1, Call of Duty Ghosts, Advanced Warfare have all been running at about 30FPS sometimes peaking to 60 buut going back down, no matter what setting I put it on I stay around the same FPS, I have tried tweaking the settings and turning vSync off/on and just plain setting everything to low/windowed, and everything seems to stay at ~30-40 no matter what.

I used to have a AMD FX 6300 3.5Ghz and got better FPS than my current CPU

Temperatures and Usages:

CPU Temp: 45-50C // 113-122F

CPU Usage: 70-80% Sometimes peaking to 90%

GPU Temp: 55-60C // 131-140F

GPU Usage: ~75%

Things I have tried:

Exiting/Disabling Nvidia GeForce Experience
Changing vSync to Off/Use 3D settting in Nvidia control panel
 
Solution
Try disabling in game HUDs like uplay, Origin In-game, Steam In-game, etc. Those things have messed up my games plenty of times. I'm sure you've checked the drivers for all of your components but I must mention it.
Also try disabling proprietary software for USB devices like mouse, keyboard, disk drives, and the like. You'll likely find the culprit in one of the above options.
