Make sure the game is using the dedicated GPU. Those FPS numbers lead me to believe it is running on the integrated graphics. You should be able to force it to use the dedicated GPU, per game, in Nvidia control panel.
I already set it to High Performance NVIDIA processor, still no improvement.
I saw my friend playing Red Dead Redemption 2 on cheaper Acer Nitro 5 (RTX 3050) with high settings and he got 50 fps.

You can set it in Windows, go start>>>type graphics settings. You can browse to an app and tell it what GPU to use.

Have you checked your GPU temps, clock speeds and usage when playing the game?
GPU Stats when playing Red Dead Redemption 2,
Frequency 300MHz (60% lower than base clock)
Usage 100%
Memory Frequency 7151MHz
Temp 55 degrees celcius
Voltage 656mV
TGP 115W

Whenever I play Red Dead Redemption 2, my FPS only reaches a maximum of 25 fps in turbo mode. Graphic settings are set in medium, the problem also persists in other games like The Witcher 3 in ultra settings.
Here is my userbenchmark result,

Well, your userbenchmark lists the graphics at 20-something % where 100% is a 2060 card. So perhaps your GPU simply isn't strong enough?
