low fps on high end pc help!!

Hi, I have a relatively new custombuilt pc back in Jan of this year, specs are here:

i7 6700k, 16gb DDR4 3200, 1TB hard drive + 256GB SSD, 750W power supply 80+ bronze, MSI Z170 PC MATE ATX motherboard, Corsair H60 water cooling, Gigabytes GTX 1070 8GB

i used to get around 250fps in war thunder but last week my pc went into an update and now i can only get 80-60fps with stutters. Starcraft 2 also only gets 30fps sometimes. PLS HELP

Try windows in performance mode.
Can reset the bios to optimal default values and after that make sure you enable XMP again.
Also download latest drivers for motherboard.most important chipset drivers.

yes, i had a cpu problem. It was running at 900mhz for some of my cores. But temperature was really cool so it was a bios problem. Disabling intel c state in bios worked

That shouldn't be necessary. Do you have the latest bios?
Tried that "performance mode" as well? Without changes in the bios.

ok problemcame back, intel c state disabled was not saved in the bios had to disable it again but it is unstable sometimes tho

That "Update" was a windows update? Can maybe look at this for one,
