Low FPS on i5-3570k + gtx660ti

Hello everyone,

I recently bought a used pc for my brother who was playing warthunder on HP dv6 laptop with these specifications:

hp dv6 6177se
i7 2630qm 2~2.9ghz
8gb kingston ram (2x4)
ssd transcend 128gb
amd 6770m 2gb ddr5

he was playing on low setting and was getting an FPS around 80~120 on 1366x768 resolution. cpu and gpu is pretty old and its a laptop but still on low that is a great fps. Then I bought him a pc with these specifications:

i5-3570k @3.4 (stock)
8gb kingston ram (2x4 @1600)
gigabyte z77x-d3h
ssd corsair 128gb
gigabyte gtx 660ti
thermaltake smart se 530
win 8.1 64bit

i installed latest nvidia driver 350.12 and run furmark to test my 660ti score on 1080p and got average fps 32 and score of ~2000. Then I run warthunder on high setting (vsync off) to test the game and was shocked to see fps around 50 and dips to 20 is some places where you encounter multiple tanks.

I exit game and switched quality to very low and started. Got fps 80 and when I battle i get 20~30 fps which is really weird compared to the old laptop with 6770m gpu. Next tried to overclock the 3570k from 3.4 to 4.4 and got same results, only cpu got warmer but no increase in performance.

I tried another game like world of tanks and fps was great hitting 60 constant with vsync on on med setting.

Next I tried to take this gpu into another setup:

i5-4690k @3.5 (stock)
8gb kingston ram (1x8 @1866)
gigabyte z97-d3h
ssd transcend 128gb
corsair cx750
win 7 64bit

tried furmark and got exactly same score and fps on 1080p so it means card working well and also nothing wrong with first pc motherboard. Then lunched warthunder on med setting (vsync off) and got an fps of 140+ all the time which is confusing.

furmark performance are exactly the same using same 660ti but on two different setup, but warthunder ground force fps is way different. One is impossible to play on even lowest because of fps drop below 20 and on second pc always 140+ on med.

I hope you could help me determine the problem if it is my mobo, ram, cpu, driver, etc.
If you need any kind of tests or screenshots i'll make them fast.

yes it is the same driver on both. Not sure about win8.1 doing this but will try install win7 on first pc as a test. Just want to know if furmark score on both are the same would that mean the problem is from the game only not working well due to win8.1? Or maybe there are other tests i could try.

I just remembered, the first pc with z77x had a software called virtu mvp which for some reason not working on win 8.1 and said expired license. I just uninstalled it completely and disabled the integrated gpu from bios and set initial gpu to PEG so i only work with gtx660ti
 
nope i don't use it on my windows 7 pc as it does not support it. Only on windows 8.1 as the mobo use it, but i read it does not boost much or even uncessary. the performance i get on the first pc can't be from that.

notice the picture of my z77x mobo, above the ps2 port on left there is a sticker says virtu mpv which means this mobo support it.

the z97 board i have doesn't have that so i don't use it. but on the z77x it is not working due to common problem expired license on 8.1 so i removed it and many said it doesn't even affect performance
 
*Update*

It seems I forgot to attach the HWmonitor screenshot of first PC which is suffering the problem. I took this screenshot when playing and then minimized the game so check the MAX value.

its seems the gpu isn't being used completely, sometimes 50% to 60% which cpu is around 50% to 70%. I don't know if there is some kind of bottleneck if i set vsync to off.

I did use an old driver from 2014 which support win8.1 and got same results so its not the driver problem i guess.

from first post the open hardware for second pc the gpu utilization is around 100%.

I found something about the HPET and how it affects performance. On windows 8.1 pc is was already disabled in OS but enabled in bios so I tried to disable it and test the game, got same results nothing changed.
