Question Low fps on lowest setting's , higher on ultra

I just bought dell g15 5510 rtx 3060 edition
I have performance error in most of games all games give very low fps on low or medium bet 30 and 40 fps the only way to get 60 fps to put all graphics on ultra which sometimes in heavy games like warzone and red dead give 40 fps at max with 99 gpu usage , how can i get high fps on low settings bec its very important in competitive games
