So, on all settings low I average about 40 - 60 fps on Minecraft even though I have a really good laptop. Here are the specs:

i7 8750H Processor
Nvidia GTX 1050ti Max-Q
1tb SSD
32gb Ram

I have 8gb of ram allocated into Minecraft already, I use Optifine and MemoryFix and when I look on Youtube I see people with worse specs but better fps than me.

Solution
I am not a big fan of mods, but I suppose you know.

If performance declines over time, I suspect a heat issue.
Laptop coolers need to be small of necessity.
They are not very efficient and under heavy load, the cpu can heat up to the point where the cpu throttles.
I think that might be near 100c.

You can monitor your temperatures using hwmonitor to see if this might be an issue.
Dust can accumulate in the cooling system; check for that.

Well I'm usually on power but whenever I am playing I always play with the charger plugged in since it boosts my frames about 40%.

Have you reinstalled the nvidia drivers downloaded directly from nvidia?
If you right click on your desktop, you should see the nvidia control panel.
Verify that you are using the discrete graphics adapter and not the integrated.

Double check your windows power settings to run in performance mode.

I haven't reinstalled Nvidia drivers because they are already in my laptop. I have already right clicked my desktop and chosen Minecraft to run on High Performance Nvidia Card. When I first log in my fps is like at 100. Then every 5 - 10 minutes it decreases. I use Forge 1.8.9 and These are the mods I Use:
