Question Low FPS on most games

Soo I recently bought a Gaming pc thinking it would be able to run most games that I wanted it to my specs are:
Intel i5 7600k
16GB DDR4 ram
GTX 980 ti
550watt PSU
500gb hard drive
Gigabyte Z270x-Gaming 5 motherboard

When I try run Arma 3 I get no more than 15 FPS no matter if im in a server with 100+ people or im playing single player campaign missions, ive tried everything to boost my fps, all my drivers are updated etc.. My GPU usage drops to 0-5% alot of the time?
Any ideas on what this could be?

Is the monitor connected to the gpu and not the motherboard? What’s you cpu & gpu temperatures in game?

Monitor is connected properly arma 3 uses 0-4% max of GPU with a temp of 63' and CPU usage is 100% with around same temp
