Question Low Fps on new PC?

I recently just build a new pc and i noticed people with older graphics cards were getting better fps than me especially on gta v. I have a i9-9900k, aorus z380 pro wifi motherboard, rtx 2070 super, and 16gb of 3200mhz ram. The system is not overclocked as this is my first pc and i dont know how to configure everything admittedly at the moment.
 
PSU and gpu or cpu temp will have little to do with this other than that he would have more sever issues.
Check which programs are running in the back, 40 google tabs will severely hog your RAM.
Do you have bloatware still installed? Check your Antivirus.

Most above all about how much performance reduction are we talking? 3-5 % or rather 30 -50?

cpu/gpu temp and usage during the game?

what game? what resolution?
It is a thermaltake toughpower gf1 850w 80+ gold and at the moment ive been trying to run gta on 1080p 144hz. Ill have to run a benchmark to see temps but they usually hang around low 60c however i have noticed its jumped up to 80c since its been fairly hot the last few days. Thinking about ordering a water cooler.

No programs running in the back besides discord sometimes and it may be possible i have some bloatware i honestly havent given it much thought. Gonna go see if i can clean it up and its a massive reduction most people i know are getting 80-100+ fps and mine is only showing me averaging about 25

Interestingly enough i decided fo try out my rtx 1660 super to see if it would perform better so i think my 2070 was just messed up. Also its showing up at 60% gpu
