Low FPS On New Rig

I'm completely at a loss as to why I'm getting low frames in games. WoW on Ultra my computer has me at 35 or so FPS

Heroes of the Storm hovers between 45-55

Rome 2 has about 50 fps just hovering around in the top view map, not even in a battle scene

Recently had a friend help me make my own machine and finding it difficult to have an enjoyable experience using it. Playing games such as WoW has my frames at about 40-60 and in Ashran it plummets to 30 or less.

Currently running: AMD 8350 GTX 970 strix 16 gb ram

When playing wow, cpu usage is at about 23% with temps of about 37-42C, gpu usage anywhere from 30-40% with temps of 60C.

Vertical sync is not on, no fps cap, power setting are set to optimal performance, both monitors connected to video card.

I did recently update to windows 10 from windows 7, not sure if part of the issue can rely on this.
I did check this BIOS and the north bridge configuration is set to pci express

There were some diagnostic messages in DxDiag which has me wondering if the issue could be in there.
Also tried a driver roll back on the GPU, no dice aswell.

For monitors I'm using 2 BenQ GL2460

Seriously at a loss right now, any help would be greatly appreciated

 
Many people are having video driver issues with Windows 10 and forced updates. Try updating all your motherboard drivers. Download and install Slimdrivers and install any recommended drivers. I know you tried updating the display drivers, but did you do a clean install? If you didn't, try downloading and running Driver Sweeper and then reinstalling the drivers. Can you test the card in another computer to see if the card is at fault?

So I wiped the video drivers and reinstalled them with slim drivers. No change at all in my frames. And no, I don't have another machine to test the card on. From my imgur album I posted in the op, there's a few pictures of MSIafterburner screenshots of its performance while playing wow. Not sure if that would hint if its anything to do with the actual gpu or not.
 
I don't really see anything, other than you might try changing your image quality preference in the Nvidia Control Panel to Performance instead of Quality and making sure V-Sync is disabled. Even though it shouldn't matter, does running one monitor change anything? Try it on HDMI and DP.
 


Already have it set to performance in control panel. And nothing changed when going to only one monitor.
 


Actually, setting it to max performance again did help out a bit with frames. But I also dropped my graphics in game to high. So, not entirely sure if that can be considered a fix.
 
I did a little research. Ashran is poorly optimized and even guys with quad core Intels and the GTX 970's are struggling to get 50 FPS. Rome 2 and WoW forums are also full of low FPS issues. Latency seems to be a big factor, so that could be one of your problems. Make sure all those games are up to date on patches and try turning off shaders and lowering shadows settings.
 


So it might be the games and not my computer? That sounds... super odd to be quite honest. Every game I'm playing I'm experiencing really erratic frames. But I mean, it is what it is./ I just wanna make sure its not a hardware or software problem
 


Marginally. Improved the most when going from High Performance in the Nvidia Control Panel. Still erratic frames that dip to 30 even when playing WoW on high
