Low FPS on Rust With a Good System

I've been playing Rust lately and I noticed some lag. I asked my friend, who has the same GPU as me (GTX 960) and I have a better CPU than him. He's getting around 60 FPS while I'm averaging 30-40. I don't know what the issue is. But, I noticed a very large amount of my system memory being used. I have 8GB of ram and with nothing running I have 50% of it being used. I go into the task manager and count the actual amount being used and it's only around 700MB, so that may be the issue. I really need help with this, I feel like crying right now this is so aggravating.

edit: I'm even on lower settings than him.

What CPU do you both have?

I have a 4690k at 3.5ghz and the homie has an Intel Core i5 750 at 2.67ghz

Well, 3233/4096 is pretttty close to the number you're getting there--and you don't get the entirety of the "8GB" base 2 value in your RAM... So, are you sure your system is detecting all 8 gigs? You sure one of the DIMMs on your motherboard didn't go/one of your chips didn't go?

I did memtest86 and it passed

If you just go look in BIOS/System specs does it show 8GB? Just for clarification. Look through Windows.
