Low FPS playing Assassins Creed 3 on GTX 960

I am getting between 18-25 FPS playing Assassins Creed 3.

I have set all the game graphics to their lowest possible values.

Based on what I have read, this PC should be able to run the game with much higher FPS.

I found another thread that suggested turning vsync off, but the FPS dropped to 12.Then I set it to Fast, but this hasn't made much difference.

Could you help me understand why I am getting low FPS and what I can do to improve it.

I think there's something wrong with the CPU usage.
Check your background programs. Who knows if there are CPU intensive applications (By that I mean bitcoin miners).
That game should be utilizing at least 80% of your GPU.
 
I'm playing this game on high settings and trust me my laptop's specs are quite low compared to you and I'm playing it at 17-20 fps without any lag . Quite satisfactorily .
Laptop Specs -
PROCESSOR - Intel Pentium Dual Core
RAM - 2 GB DDR3
GPU - Intel HD 450
OS - Windows 8.1 Ultimate

You should consider closing all background applications before playing the game and also update all your software drivers this will solve any driver or CPU related problems.
