Question low fps (r6 mostly low settings w taa 80-80)

i have rtx 2080 and 1600x im probably gonna opt for the 3600 in the coming weeks but does anyone have a 1600x with a gpu like a 1070 2070 or anything similar, when playing the game my fps is generally all over the place it can be 220fps to 90 but sometimes it stays around 120 is this normal for a build like this and will i see much m ore of a diffrence w a 3600 matched with the 2080?

full system spec? include make and model of the psu
cpu/gpu temp and usage during the game?
fresh os install for the build?

850w psu corsair
1600x
2080 ultra ftw
3600mhz ram but obviously limited to 1600x capacity was upgraded for 3000 series to oc
Asrock b450 pro
Wraith prism cooler
Gpu is typically 28-42 degrees I’m sure dunno about cpu but runs cool from fans etc cpu usage I can see at 75% max and gpu usually sits at 50%
