Low fps rust help

I get like 20-40 fps on fast graphics and people get 70fps on all high with my exact same gpu. Is it because I have amd cpu? I know it isnt very good but still I should be gettting better fps. I have a gtx 970 and a fx6300. I would like a solid 60fps which could be hard to get idk
