Low FPS tried everything need help!

I have put together my first gaming rig with what i thought to be unstoppable for 1080p gaming. I cant get any game to run steady above 40fps. Just Cause 3 runs at about 10-20 fps and Skyrim (heavily modded) runs at 30-7, while never exceeding 20 within the holds.

I have tried basically everything and I cant get my rig to perform any better than a laptop with 2GB GPU.

2 Sapphire R9 380 4GB Crossfire (never seem to be working hard)
AMD FX-8350 8 core 4.0Ghz (liquid cooled)
16GB RAM (Never exceed 3.5GB)
64 bit with all appropriate drivers.
Tried formatting entire system, fresh drivers, nothing.

Yes, when I have both running crossfire they don't seem to be working hard, when its just the one card running the core graph is a little more active but there is literally no change in performance
